Oklahoma Council on Family Relations

ARTICLE 1
NAME

            The name of this organization shall be the Oklahoma Council on Family Relations (hereinafter referred to as the OCFR).

ARTICLE II
PURPOSE

            Section 1.  The OCFR shall be a non-profit educational and professional organization.
            Section 2.  The objectives of OCFR are to provide opportunities for individuals interested in "family life to: 1) plan and act together on concerns relevant to all forms of marriage and family relationships; 2) establish professional standards; 3) promote and coordinate educational efforts; 4) encourage research; 5) disseminate information: and 6) further effective social action.

 

ARTICLE III
RELATIONSHIP TO THE NATIONAL COUNCIL ON FAMILY RELATIONS           

            Section 1.  The Oklahoma Council on Family Relations shall be a chapter of the National Council on Family Relations (hereinafter referred to as the NCFR) and shall work in cooperation with it.
            Section 2.  A copy of these by-laws, as adopted and amended from time to time, and results of elections, shall be filed with the Executive Officer of the NCFR.

 

ARTICLE IV
AFFILIATED COUNCILS

 

            Section 1.  Local Councils on Family Relations which share the purpose of the State Council may become affiliated with the State Council upon presenting by-laws approved by the Board of Directors, and upon payment of dues established by the Board of Directors (hereinafter referred to as the "Board").

 

ARTICLE V
MEMBERSHIP AND MEMBERSHIP DUES

 

            Section 1.  Any person interested in the purposes of the OCFR shall be eligible for membership.
            Section 2.  Any corporation agency, or other organization dedicated to the purposes of OCFR shall be eligible for corporate membership upon payments of dues.

 

            Section 3.  All paid NCFR, regular and student, memberships automatically become members of the OCFR, their dues being collected as part of their national membership dues and returned to the OCFR in the amount determined by NCFR.  It shall be OCFR policy to actively encourage all members and interested individuals to join the NCFR.
            Section 4.  Dues for student members, emeritus members, and members of the OCFR who do not join in the NCFR and who wish to hold only membership in this state organization shall be established by the Board.
            Section 5. Members may in addition to general membership, hold membership in one or more Sections of the OCFR, if Sections are established.
            Section 6.  Only members of OCFR who are members of the NCFR shall represent OCFR in its dealings with NCFR or otherwise participate in matters pertaining to NCFR.

 

ARTICLE VI
OFFICERS

 

            Section 1.  The officers of OCFR shall be the following:
1) the president and president-elect, both serving a one-year term, with the president-elect being elected by the membership and becoming president at the end of his or her year as president-elect;
2) a secretary elected by the membership for a one-year term;
3) the immediate past president: and 4) a treasurer, elected by the membership for a two-year term.
            Section 2.  The elected officers shall take office at the conclusion of the yearly state meeting.
            Section 3.  In case of vacancies in any office, the Board shall be empowered to fill the vacancies.
            Section 4.  Any officer who fails to perform his or her duties in compliance with the objective of the organization may be relieved of his or her office by a two-thirds vote of the Board. 

 

ARTICLE VII
DUTIES OF OFFICERS

 

            Section 1.  The president of OCFR shall preside at all business meetings of the OCFR.  He or she shall be chairperson of the Board, shall call meetings of this body-and perform all duties assigned to him or her by the OCFR and the Board.  He or she shall be able to create ad hoc committees.  He or she shall be an ex-officio member of all committees except the nominating committee, but shall not be able to vote except in the case of a tie.
            Section 2.  In the event of the president's absence, incapacitation, resignation, or death, his or her duties shall devolve upon the president-elect.
            Section 3.  The secretary shall keep the minutes of the meetings of the OCFR annual meeting and the Board meetings.  The secretary will be responsible for Board correspondence.

 

            Section 4.  The treasurer shall record all financial transactions, shall prepare an annual budget to present to the Board, and shall disburse funds all authorized by the board.

 

ARTICLE VIII
BOARD OF DIRECTORS

 

            Section 1.  The Board shall be the permanent governing body of OCFR, and shall meet at least twice a year and at other times it deems appropriate.
            Section 2.  The Board shall consist of the following: the president, president-elect, immediate past-president, secretary, treasurer and at least five members-at-large.  The members-at-large shall serve three year staggered terms.
            Section 3.  To retain membership on the Board, a member shall not miss more than 50 percent of the scheduled meetings.
            Section 4.  A simple majority of the members of the Board shall be required in order to transact official business. 

ARTICLE IX
STANDING COMMITTEES

 

            Section 1.  The standing committees shall be the following; 1) program; 2) membership; 3) nominating; 4) public relations.

            Section 2.  The program, membership, and public relations committees shall each consist of at least three members.  Committee members shall be appointed by the president.
            Section 3.  The program committee shall have as its function the productive programs, evaluation, and recommendations for future programs.
            Section 4.  The membership committee shall recruit members for the state and national organizations and shall work with the membership chairperson of the national organization.
            Section 5.  Nominating committee members shall be appointed by the president subject to the approval of the Board.  The immediate past-president shall also serve on the nominating committee.  The function of the nominating committee shall be to prepare the slate and other pertinent information for all officers and committees elected by the general membership.
            Section 6.  The public relations committee shall communicate with the general public in such a way as to inform them of the OCFR's programs and purposes.  It shall work actively with mass media.

 

ARTICLE X
SECTIONS

 

            Section 1.  Sections of the OCFR  may be established.  They may include the following: 1) Counseling; 2) Education; 3) Family Action; 4) Research and Theory.
 
          Section 2.  Additional sections may be created on approval by the Board.

 

ARTICLE XI
MEETINGS

 

            Section 1.  The OCFR shall hold its annual conference and business meeting at a time and place to be chosen by the board.                       
            Section 2.  Meetings of the Board shall be called at such times as the president deems necessary; or by petition of the president by six members of the Board.

 

ARTICLE XII
ELECTION AND VOTING

 

            Section 1.  Each member is entitled to one vote for officers.
            Section 2.  Elective officers of OCFR shall be elected at the annual meeting under policies and procedures established by the Board.           

ARTICLE XIII
OFFICIAL PUBLICATIONS

 

            Section 1.  The official publications of OCFR shall be determined by the Board.

 

ARTICLE XIV
SOCIAL ACTION

 

            Section 1.  The president is chief spokesperson for the organization and shall present the views of the Board and/or the organization in response to social issues and legislative action relevant to family life.

 

ARTICLE XV
AMENDMENTS

 

            Section 1.  Amendments to the By-laws may be proposed by the Board or by petition of at least 10 members of OCFR.
            Section 2.  All OCFR members will be notified of proposed amendments of the By-laws at least 30 days prior to the vote.                        Section 3.  Amendments to the By-laws shall become effective if accepted by a 3/5 vote of the OCFR members voting.

 

ARTICLE XVI

 

            Section 1.  On dissolution, accumulated assets will be returned to the National Council on Family Relations.
